Capital rules for community banks are changing again. The Economic Growth, Regulatory Relief, and Consumer Protection Act was signed into law on May 24, 2018. This law requires regulators to establish a community bank leverage ratio between 8% and 10% for banks under $10 billion in assets. If a qualifying bank maintains that ratio, then all other capital requirements are met; no further calculations of risk-based-capital ratios are necessary. The new law does not eliminate the need for capital planning or a capital contingency plan; therefore, it is important for affected banks to include this topic in their strategic planning process.
